In preparation for Hajj Operations 2024, the Ministry of Hajj, Kingdom of Saudi Arabia, directed the Ministry of Religious Affairs & Interfaith Harmony, Government of Pakistan (MORA), to rationalize and reduce the number of Hajj Group Organizers (HGOs).

In response to this directive, the Hajj Organizers Association of Pakistan (HOAP) submitted a proposal for the establishment of a Special Purpose Vehicle (SPV)/Munazzam Company (MNC). The proposal was duly reviewed and approved by Ministry of Religious Affairs & Interfaith Harmony, after being vetted by the Securities and Exchange Commission of Pakistan (SECP), the Competition Commission of Pakistan (CCP) and other members of the Hajj Policy Formulation Committee.

Under this new framework, existing quota-holding HGOs were consolidated into defined Groups/Clusters. Each group was affiliated with a Munazzam Company (MNC) & the Munazzam was entitled to manage its dealings with the relevant authorities in the Kingdom of Saudi Arabia.

For the year 2024, Ministry of Religious Affairs & Interfaith Harmony allocated Hajj quotas to the respective Munazzam Companies along with a detailed bifurcation of each individual HGO’s share. This ensured the protection of each HGO’s rights and interests, simultaneously enabling Ministry of Religious Affairs & Interfaith Harmony to effectively monitor the performance of every HGO under the umbrella of its respective Munazzam Company.

Accordingly, M/s.Al Aleem Munazzam (Private) Limited, a duly registered Private limited company with the SECP, was established in 2024 to function as a Munazzam Company (a private parent company consisting of its constituent companies), responsible for organizing and managing pilgrim affairs in Pakistan as well as in K.S.A, during the Hajj operations 2024. 

M/s.Al Aleem Munazzam (Private) Limited successfully fulfilled its responsibilities and utilized 100% of its allocated quota (2041) for Hajj 2025.

In accordance with the Hajj Policy 2026, the term Munazzam has been substituted with Munazzam/Dependent Hajj Companies (DHCs) & in line with the directives issued by the Saudi authorities (Taleemaat), each Munazzam/Dependent Hajj Company (DHC) with minimum 2,000 pilgrims is eligible to participate in the Hajj operations for the year 2026.

Accordingly, M/s.Al Aleem Munazzam (Private) Limited, now comprises 30 constituent companies/shareholders, collectively holding a quota of 2,269 pilgrims for Hajj 2026, Vide Recognition Letter, Dated:29th August-2025, with a detailed bifurcation of each individual HGO’s share, duly issued by SO (HGOs), Ministry of Religious Affairs & Interfaith Harmony, Islamabad.
